CEP 01-17 Application to Amend Village of Belmont By-law 91-21 - Robin Ridge Estates, 14168 Belmont Road, Community of Belmont

A Motion was put forward by Dan McNeil and seconded by Sally Martyn That Report CEP.01.17 be received;

And That direction be given by Council to prepare a site-specific draft amendment to the Zoning By-law to permit a proposed residential development consisting of 40 single detached dwellings in the vacant land condominium format on lands located at 14168 Belmont Road, which may be legally described as Part of Lot 24, Concession 6, geographic Township of South Dorchester, now Municipality of Central Elgin;

And Further That a date for a public meeting be scheduled for Monday, March 20th, 2017 at 7:10 p.m. in accordance with Ontario Regulation 545/06 as amended. Carried.

CEP 02-17 Application to Amend Township of Yarmouth By-law 1998 - Joyce Hepburn, 7987 Fairview Road

A Motion was put forward by Dan McNeil and seconded by Sally Martyn That Report CEP.02.17 be received;

And That direction be given by Council to prepare a site-specific draft amendment to the Zoning By-law to prohibit a new residential dwelling on lands located at 7987 Fairview Road, which may be legally described as Part of Lot 7, Concession 6, geographic Township of Yarmouth, now Municipality of Central Elgin;

And Further That a date for a public meeting be scheduled for Monday, March 20th, 2017 at 7:20 p.m. in accordance with Ontario Regulation 545/06 as amended. Carried.

CEP 05-17 Mobile Food Vendors & The Village of Port Stanley By-law 1507

Background: - Central Elgin Council had a policy for Port Stanley's Main Beach indicating that temporary Vendors were not permitted. In 2014, it was decided to pilot a new policy that would encourage more recreational activity and business opportunity during the tourist season.

The pilot project also included the West Harbour Walkway and an area at Little Beach. Central Elgin Council selected Vendors on the basis of optimizing the types of activities most desirable for Port Stanley. in 2015, Council was satisfied with the results of the pilot program based on the input received from Vendors and the public, and the program was made permanent.

An increasing number of mobile food vendors have expressed interest in operating in these areas. This has not been possible because of a provision in By-law 1507.

Dan McNeil commented that this subject can be quite contentious, but I think the time is right to look at this in Port Stanley. When you look at the future of Port Stanley, at Erie Rest Beach, or Little Beach there are amenities missing for people. If we look at this carefully we won't upset everyone, just a couple of people.

After some discussion on how much time was needed during the meeting for discussion on this contentious subject, the meeting was rescheduled for a week later.

A Motion was put forward by Fiona Roberts and seconded by Dan McNeil That Report CEP.05.17 be received;

And That direction be given by Council to prepare an amendment to the Village of Port Stanley Zoning By-law 1507 to permit mobile food vendors on certain municipally owned lands within the Community of Port Stanley;

And Further That a date for a public meeting be scheduled for Monday, March 27th, 2017 at 7:00 p.m. in accordance with Ontario Regulation 545/06 as amended. Carried.

A Motion was put forward by Sally Martyn and seconded by Dan McNeil That Site Plan Control Committee Report dated February 10th, 2017 with respect to application by Colin Richard Ferguson, Jeffery James C. Ferguson, John Donald Ferguson, and Mary Joanne Ferguson for approval of a plan of development to be located on the lands known municipally as 43850 Ferguson Line, in the Municipality of Central Elgin be approved. Carried.

By-law(s) - A Motion moved by Harold Winkworth and seconded by Fiona Roberts that by-laws 2120, 2121, 2122 be taken collectively. No discussion followed, the Motions were read 1st, 2nd, and 3rd time and passed collectively.
