The Regular Meeting of Council on Monday, September 10, 2018 could become a date to be remembered in the Municipality of Central Elgin as the day 6-story buildings were approved by Central Elgin Council.

The debate for developments getting approval for buildings higher than 3 stories has been an ongoing issue in Port Stanley that began with a development application that came before Council on January 18, 2016 for a 9-storey apartment building that was proposed on William Street. A public meeting was held soon after at the Port Stanley Arena on Tuesday, March 1, 2016 to give the public a chance to find out and discuss details of this new development proposal. Roughly three hundred people attended that meeting with the majority being opposed to the 9-storey apartment building proposal.

After the public meeting those issues concerning the 9-storey apartment proposal seemed to disappear because like all matters of this type should have been handled by the planning department and by Council.

In March, 2018 a new application was filed by Wastell Developments Inc. for a zoning by-law amendment to support a proposed residential development on lands north of George Street and south of the Kettle Creek Golf Course. The proposed development encompasses 23.6 hectares (58.32 acres) of land and provides for the development of 150 lots for single-detached dwellings and 4 blocks (Blocks 151, 152, 153 and 154) for apartment dwellings (360 units). Five new streets (Streets "A" through "F") are proposed, as well as blocks for public parkland (Blocks 155, 156), storm water management (Block 157), future low-density residential (Block 158), and natural heritage (Block 159).

Again another open house and public meeting were held on June 18th, 2018 at the Port Stanley arena hall for the Wastell Developments Inc. proposed development. Comments received from seven written submissions and approximately 27 of the estimated 300 in attendance for the Wastell Developments Inc. proposed development were largely in opposition to this proposed development because of 6-story apartment building heights, or with respect to process.

In August, 2018 those issues concerning that 9-storey apartment building on William Street resurfaced because the Municipality of Central Elgin failed to make any type of decision concerning this application and that Prespa Construction Ltd's was taking the issue before the Local Planning Appeal Tribunal.

Now on Monday, September 10, 2018, at Central Elgin Council, Central Elgin Planning staff have put together a detailed Report CEP 59-18 - Application for a Zoning By-law Amendment and Draft Plan of Subdivision 34T-CE1801 - 2526485 Ontario Inc. (Wastell Developments Inc.) on the agenda. In the report Central Elgin Planning staff have made a recommendation that Council support the proposed amendment to the Village of Port Stanley Zoning By-law 1507 as it is consistent with the 2014 Provincial Policy Statement, the County of Elgin Official Plan and the Municipality of central Elgin Official Plan; And further that Council approve the attached municipal draft plan conditions to be forwarded to the Manager of Planning for the County of Elgin with a request that they be included in the County's decision on the proposed draft plan of subdivision.

Staff has also prepared By-law 2296 ZBA - 2526485 Ontario Inc. Wastell Developments Inc., George Street for Council's consideration that deals directly with the approval of this Application for a Zoning By-law Amendment and Draft Plan of Subdivision, so a Council decision seems imminent.
